SOLUTION:
1) The backwards VIGENERE on the image is the first clue. A little googling around and you'll find this is a cipher system which works with some encrypted text and a key.
2) The encrypted text is the repeating text in the image. You just need to isolate the text before it repeats, and dicephering it using a VIGENERE decoder (many found online), once you find the key.
3) To find the key, you need to figure out the latin phrases and google them. Each are related to THE HUNT, but only one holds the key. The key is the name of the person attributed to one of the phrases. Using that name as the key, you will get the decoded text.
4) The decoded text is prompting you for the name of one of the stations on the island (see the hints). Inputting this in the ANSWER box will reload the page with some hidden text, which you can highlight to read (or view source).
5) This hidden text offers a clue as to where you need to go next: flickr.com/nikoli
6) The profile page for the Nikoli user page prompts you to enter a command sequence from the Flame Station
