The Temple sits atop a large, ancient, mechanical device. Smokey is sent forth from the device to gather intel and repel assaults on the island. If a person is deemed a threat, that person is neutralized. If the person can be utilized in another capacity, they are duplicated. The original is dispatched either by the island or by pure accident. The duplicate (bad twin) then infiltrates the group to gather more intel, give disinformation or for assassination.  Smokey drains energy from the machine so the duplicates are a way to conserve energy. The duplicates and Smokey are two separate entities.
