I think it's important to key in on who is most likely to be doing the chasing and the shooting... not who has the ability to do so.  Inclination over opportunity.

It can't be an earlier version of Juliet and the gang in the second boat, it's a different boat with two sets of pontoons.

Don't think the "others" would just randomly pop shots before finding out who they are shooting at, past shows they are more about controlling the situation than random violence.

The only people that have shown the shoot first motto have really been Widmore's people, so that's my vote on who's on the second boat..

I thought it may be their future selves - maybe they fired shots purposely to miss because they know that's what happened to them and they have to do the same because they can't change what has already happened (does that make sense?)
