Deserts can become very cold in the winter or at night. So maybe he knew that he could go anywhere he wanted but didnt know when he would show up

I don't think Ben knew what time or day or year he would show up in. Just a guess of timeframe. It's best to wear more layers than needed. If it was cold, he wouldn't have anything to put on.

Yes, did he plan to arrive there? I think he did and now we may have an idea where the polar bear came from in Tunisia.
I'm not so sure. Why arrive in Tunisia if your destination is Tikrit, Iraq (almost 2000 miles away). Unless, of course, a portal only allows you to go to certain places. That could explain the polar bear ending up there as well.

If he brought the coat thinking the desert gets cold at night, why did he leave it when he mounted the horse and left? (I'm pretty sure he left it -- he'd already stripped it off when they were searching him and I don't remember him taking it back up when he got on the horse.)

Vile vortices are looking a lot better now.  Someone else suggested that the teleportation trip would be cold. This is the case in many science fiction stories where there is some time spent between. Typically it's very cold and often there's no air. Ben was gasping when he arrived, I believe. So this is my new favorite parka theory.
