Harold Arlen was a famous composer. He wrote this song, Between the Devil and the Deep Blue Sea.
"Between the devil and the deep blue sea" is an idiom meaning you must choose between two undesirable situations (equivalent to "between a rock and a hard place").

If you know the story of the Wizard of Oz, not just the first book, but the series, Dorothy tries everything to go back to Oz:
