The Official Lost Recap Podcast has CONFIRMED that Naomi was lying.
Plus, Penny asked what boat and who's Naomi in the same sentence. She isn't daft. She could put two and two together.
How much clearer can they make it?

She could be lying.
She could be telling the truth as she knows it, but she's been lied to.
She could be telling the complete truth and Penny just doesn't know her personally.
I think Penny said she wasn't on any boat.
