 Answering my own question, the actress is Cleo King and she played Aunt Lou on "Deadwood," which is probably where I recognize her from. Third "Deadwood" alum to show up on "Lost" this season, though.

When viewing "The Man from Tallahassee" on ABC.com's website, I paused it at 3:33 - a view through the binoculars. Sure looks like Jack is sporting a new tattoo! A screencap please for all to see?

Vote # 2 for Locke walking away from the sub - he wouldn't have gotten wet being in the sub - any possibility he MOVED the sub, and just blew up something at the end of the dock, not the sub??

How about the two police officers investigating Locke's Dad's future son-in-law's death? Wasn't the woman Ana Lucia's mom? Can we have a screen shot of that?
