You guys are putting way too much into this "sheriff" bit. A statement such as a new sheriff in town is always referring to a change in power. If the President of an organization is hospitalized the Vice-President assumes control, hence a new person is now “Sheriff” or “President”.
Isabel was just promoted into the decision making role that Ben would have normally performed if he was not hospitalized. She is not Clint Eastwood, just another project manager working for the man (DI).

I remember her most from "Kitsunegari", the sequel to "Pusher", one of the greatest X-Files episodes. She was Robert Modell's sister, and wonderfully creepy in her few short scenes...

Her voice annoyed me too.
me too. reminded me of ben stein.
so if isabel is the sheriff (chief law person) then what is tom. the deputy? then what was picket? there seems to be a very long hierarchy running through this place. then you have juliet, an outsider, but one of ben's favorites. (i don't think he would have pardoned anyone else). Time for someone to do an organizational chart showing the hierarchy.

It was funny when she asked if Jack knew what the tattoo said, because much can be misinterpreted in Chinese...then she misinterpreted it!
Smart, but yet not so smart!

we keep refering to ben's power, but if you really think about it. Right now Jack is the one with all the power. He was the one to tell Ben to stay Juliet's execution. Jack has all his chips out on the table and Ben folded.

I thought she was an intereting addition...far more intesting than those talking mannequins that were added to the survivors' camp earlier this season, anyway. I couldn't listen to her strange robotic vocal delivery for an entire episode, though lol. But in small doses here and there, I enjoyed her presence. She's pretty damn menacing.

thought it was interesting that they reinforced that Ben is a higher authority then even their judicial system
Good catch. That was banging around the back of my mind, but you hit it on the head. Sheriff, judge, jury; none of them mean anything if Ben says otherwise. That's scary.

Hmm... interesting lady... what do you think about her?
Horrible actress, horrible premise, horrible episode. Did I mention it was horrible? The voice, the look (hair !!!) and her posture !!! What do you think ? Did she read the wrong script?? perhaps star trek? I believe the actress is trying to portray a vulcan or perhaps a romulan (dominatrix).

Did it occur to anyone Isabel might be Ben's wife / Alex's mother ? Reasons :
1. The way she addresses Alex - "...check on your father, sweetheart...". 2. They are pretty similar charachters...
Just a hunch !!!

1. I'm thinking chico meant foster mother (same as Ben) 2. Maybe not, while Ben was in surgery, someone had to keep it all together. But I would think that Ben's better half (if he has one) would have stayed in suburbia while Ben was at Hydra - like not putting all the members of the royal family on one plane - divide the risk.
While we're on the subject - what was with that woman's hair - it was mucho distracting!!!!
