This was a promotional photograph on the official ABC media site, that was shown for "A Tale of Two Cities", in Season 3, before it aired. This scene was not not seen in the show itself, and it is unknown who this girl was or why this scene was once included/later excluded. The promotional gallery later deleted this photograph but kept the others up.

the girl could be jack's half sister: we know that Jack's father has a girl in Australia, the mother is blond, and the episode did have a scene in which jack thought he heard his father (or rather thats what i think he thought), which was then dismissed by Juliet as a hallucination. the girl could have been a more serious 'hallucination' and got cut for some reason.
